The CM-2520-18 from Controls is a double gang vestibule push plate switch left side blank and 'push to lock'.

CM-2520 switches have 4-1/2' x rectangular faceplates designed for easy installation directly on electric box. The tubular provide virtually silent operation. Mortise cylinder keys are sold separately.
